Background

Encompassing two separate power plants of 620 MW each, the Vale Azul project received its installation license from Brazil's environmental authority, IBAMA[7][8], along with approval from Macaé's municipal government, by early 2021.[9] The cost for developing the project was estimated at R$ 3 billion (three billion Brazilian reais).[9] Macaé's mayor, Welberth Rezende, stated that licenses were expedited because the project has "an economic and social commitment to the city".[9] Construction of both power plants was expected to begin in late fall 2021 following the ANEEL energy auction in September 2021.[9] However, neither Vale Azul plant emerged victorious in the auction.[10]

Opposition

In November 2022, the Brazilian environmental group Arayara filed a public civil action against Brazil's national environmental authority IBAMA, Rio de Janeiro state environmental authority INEA and four private companies. The filing alleged that Vale Azul II and III, along with several other proposed power plants, would have a detrimental impact on water supply and air quality in the region, and requested that additional environmental studies be undertaken prior to further development of the power plants.[11]
