Background

The pipeline was proposed by the Puerto Rican Governor Luis Fortuño to deliver gas from gas-rich southern Puerto Rico to northern Puerto Rico, in part as a way of kickstarting the domestic economy. In 2012 it was cancelled.

The pipeline experienced opposition throughout 1993–2012.[1]
