Background
In June 2023, it was reported that Far Eastern Xinxing Corporation LLC (China), a subsidiary of China's Zhongyu Xinxing Energy Industry Corporation, was planning to build a large-scale LNG plant in 2027 in the Shkotovsky District in southern Primorsky Krai. The following infrastructure is scheduled to be commissioned in 2027: an LNG plant with a capacity of 7 mtpa and a seaport (Valentina LNG terminal) for transshipment of the specified LNG volumes and 1 mtpa of liquefied petroleum gases (LPG). The total investment is estimated at around RUB 490 billion. The location is planned near Bukhta Pyati Okhotnikov. A customs control zone is also expected to be established. A railway line will be constructed to deliver LPG to the port for further transshipment. Far Eastern Xinxing Corporation was int process of selecting a general contractor and was developing design and cost estimate documentation.[1][2]
In June 2025, the project will be presented at the the 9th Annual International Investment Forum and Exhibition "Eastern Oil and Gas Forum" in Vladivostok, Russia.[3]
