Background

The new power plant is proposed to be built in order to supply the oil refining and petrochemical complex which is also proposed to be built nearby. The refinery complex will produce gasoline, diesel fuel, kerosene and bunker fuel.[8] The project was announced in May 2018[8][9]. However, the issue came down to tax incentives. After failing to reach an agreement with the Ministry of Finance, Rosneft announced in May 2019 that the project of oil refining and petrochemical complex was unprofitable under the existing fiscal conditions. Over the next two years, discussions on possible economic benefits and incentives for the project continued. In December 2020, President Vladimir Putin instructed the government, together with Rosneft and Gazprom, to consider possible measures of state support for Vostochnaya Petrochemical Company, including tax incentives. However, the parties were unable to reach a mutually acceptable solution.[10]The project was not mentioned in the Energy Program for 2023-2028 published in February 2023 by the Russian Ministry of Energy and is considered to be shelved.[11] As of December 2023, the plans for the oil refining and petrochemical complex are still being finalized, and there is no confirmed start date for the construction at this time.[12]

In September 2025, it was mentioned in the media that there were no oil refinery construction projects in the Far East at an advanced stage of development.[10]
