Background
Weihai Puyuan cogen power station is a "suppress small to build big" project, located in the Weihang City’s Lingang Economic and Technological Development Zone.[4]
In June 2023, Weihai City government called for bidding to carry out the project's social stability risk analysis[5] and feasibility study[6].
The project advanced through feasibility study, tendering, and permitting stages from 2023 to 2025.[7][8][9] The EPC contract was signed in May 2025, and construction began later in the year.[10][11]
The first steel for Unit 2 was hoisted in March 2026.[12]
