Background

West Texas LPG Pipeline is an NGL pipeline system that consists of approximately 2,600 miles of NGL pipeline in Texas and New Mexico.[3] The system provides transportation services to the Mont Belvieu market center from nearly 40 third-party natural gas processing plants located in the Permian Basin.[3] The Permian Basin in southeastern New Mexico and western Texas is the largest crude oil and natural gas producing basin in the U.S.[3]

Expansion projects

Expansion 1 - Delaware Basin Lateral

The first expansion involved a 120-mile lateral pipeline to the Delaware Basin.[3] It was announced in November 2017.[3]

Expansion 2 - Delaware Basin Loop

The second expansion was announced in September 2018.[5] Capacity increased from 395,000 b/d to 475,000 b/d as a result of additional pumping stations and complete looping.[4]

Expansion 3 - Loop

The EIA notes that the full looping of OneOK's West Texas NGL Loop began in 2018. The remaining 300,000 barrels per day under construction as of 2024 was expected to be finished by Q1 2025. This expansion and others are to increase takeaway capacity out of the Permian Basin.[7]
