Xiheishan power station (华电新疆西黑山发电厂, 新疆皖能英格玛电厂二期扩建2×66万千瓦新型煤电机组项目) is an operating power station of at least 1320-megawatts (MW) in Xiheishan Industrial Park, Qitai, Changji, Xinjiang, China with multiple units, some of which are not currently operating. It is also known as 新疆华电昌吉英格玛煤电一体化坑口电厂, 华电新疆西黑山（英格玛）电厂.

Background on Project
In 2014, China Huadian was planning to build a two-unit coal-fired power plant with a total planned capacity of 1,320 MW in Xinjiang Uyghur Autonomous Region.[5]
The plant was permitted for construction in May 2015.[6]
As of January 2019, construction had not advanced beyond land clearing. Plans for the plant appeared to be shelved or deferred, perhaps to comply with central government restrictions (more below).
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In 2016 China's National Energy Administration issued "scale control" (coal-fired capacity limits) on particular "sending out" locations that feed ultra-high voltage (UHV) long-distance power lines, including Inner Mongolia (Xilingong), Inner Mongolia (Ordos), Shaanxi, Ningxia, Shanxi, and Xinjiang.[7]
The affected area included this power station. As of January 2022, with no progress on the project since at least 2017, it was presumed shelved or cancelled.

Project revived
In September 2022, it became apparent that the project was underway, with Energy China Northwest Power Construction winning a related bid.[8]
In November 2022, construction reportedly started on the power station.[9]
In August 2023, the Unit 1 turbine foundation pour was completed[10]. In September 2023, the chimney structure was completed[11]. In October 2023, the turbine base was installed and the turbine hall roof pour was completed[12][13]. In November 2023, the Unit 1 indirect cooling tower was completed, with both towers reaching their tops[14][15]. In December 2023, the Unit 1 boiler back furnace was sealed[16].
In March 2024, the Unit 1 high-pressure cylinder and generator stator were installed[17][18]. In May 2024, the boiler was sealed and the chimney steel liner was completed[19][20], followed by the generator rotor installation[21]. In June 2024, the boiler hydraulic test was completed and the main transformer plant power system was energized[22][23]. In September 2024, the Unit 1 boiler ignition and blow-pipe test was successfully completed[24]. In October 2024, Unit 1 achieved first grid connection[25]. In November 2024, Unit 1 successfully completed the 168-hour trial run and was commissioned[26].
In May 2024, the Unit 2 generator stator and high-pressure cylinder were installed[27][28]. In July 2024, the generator rotor installation was completed[29]. In December 2024, Unit 2 successfully completed the 168-hour trial run and was commissioned[30].
Expansion: Phase II Units 3 & 4
In April 2026, the feasibility study service procurement notice was issued for the Phase II 2×660MW expansion project[31], with the feasibility study contract awarded later that month[32].
