Xinhui Shuangshui power station (新会双水发电厂) is an operating power station of at least 900-megawatts (MW) in Shuangshui Town, Xinhui, Jiangmen, Guangdong, China with multiple units, some of which are not currently operating.

Project-level coal details

Phase I

Xinhui Shuangshui power station's four older units had a total capacity of 100 MW. The units were completed in 1992 and retired in 2009.[1]

Phase II

Xinhui Shuangshui power station-2 is a 2 x 150 MW coal plant commissioned in 2004.[1] It is a co-generating power plant, supplying heat and steam to Yinhuzhou Papermaking Industry Park, besides electricity generation. [2][3]

Phase III

According to 2015 documents, Xinhui Shuangshui Power Company was planning to build 2 x 600 MW coal-fired units in Guangdong Province.[4] The power station is the power source in the Yinzhou Lake Paper Industry Base, supplying power, heat and steam to paper mills and other factories.[5]

One of the two units received EIA clearance and the NDRC permit in August 2014. The unit was planned for operation in 2018.[6] Unit 2 was still seeking permits.[7][8]

Project suspended by central government

In January 2017, China's National Energy Board directed the Guangdong Province to suspend or postpone nine coal projects in the province, including this one, due to excess coal capacity.[9]

As of December 2019, there had been no developments on the units, which appeared to be abandoned.

2020: Unit 1 revived

Unit 1 of the project was revived in March 2020.[10]

Construction on Unit 1 began in May 2020.[11][12]

The unit began operating in May 2022.[13]
