Background
The project passed feasibility report reviews in June 2024 and finalized its initial survey and design contract in August 2024 for a 2×60MW back-pressure field plant utilizing three 440t/h boilers inside Jining New Material Industrial Park, owned by Jining Xinneng Thermal Power Co., Ltd.[3][4]. Following EIA disclosures, the development officially secured its provincial project permit (Lu Fa Gai Xiang Shen [2024] No. 394) in November 2024[5][6]. Final EIA clearances and water permissions were successfully granted in early 2025[7], leading to an official groundbreaking ceremony on March 27, 2025[8], and the successful pouring of the first foundation structural concrete for the main power house on June 2, 2025[9].
