Background

On June 30, 2023, Shandong Energy and Power Group held the launching ceremony for a 2 x 600 MW coal-fired power station in Xintai City, Tai'an. The project was included in the preferred list of new ultra-supercritical coal-fired power projects during the "14th Five-Year Plan" in Shandong Province in December 2022, and was one of six new projects to "solve the power gap" in the province. It allegedly complies with the policy of "upgrading the large and suppressing the small" and the requirements of "establish first and then reform."[2][3]
