Xishui Erlang power station (国家电投习水二郎电厂) is an operating power station of at least 1320-megawatts (MW) in Erlang, Xishui, Zunyi, Guizhou, China with multiple units, some of which are not currently operating.

Financing

Background on Project

CPI is planning to build a four-unit coal-fired power plant with a total planned capacity of 2,640 MW in Guizhou Province. All the electricity Erlang Power Station generates will supply Chongqing City.[2][1][3]

The trial run for unit 1 was completed in October 2015. Unit 2 began operating in December 2015.[4][5][6]

Development of Units 3 and 4

Units 3-4 were permitted for construction in July 2014,[7][8] but construction never began.

In July 2019, Units 3-4 were listed as "key projects for clean electricity in Guizhou Province", with a planned operation of 2020.[9] However, satellite photos through July 2019 show no signs of construction. Units 3-4 were listed in Guizhou Province's 14th Five Year Plan (2021-2025), suggesting the province still intends to move forward with them. With the original 2014 permission having expired, the two units were considered to have returned to "pre-permit development" in 2021-2023.

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[10]
