Background
In April 2023, Russian President Vladimir Putin signed a decree on the temporary management of assets of companies associated with foreign countries in the event of blocking of Russian assets in those countries. According to the decree, 83.73% of shares of PJSC Unipro, owned by German holding Uniper SE, have temporarily come under the management of Rosimushchestvo.[12]
According to the "General Layout of Power Infrastructure Placement until 2042", released by the Russian government in December 2024, units 1-3 will be retired in 2031 and Unit 4 - in 2036. A combined-cycle unit of 500 MW (Unit 6) will be commissioned in 2031.[13]
In August 2025, the Government of the Russian Federation approved a Comprehensive Plan for Development of Transport, Energy, Telecommunications, Social, and Other Infrastructure through 2036, which includes the construction of Unit 6 in 2031.[14]
