Yancheng Binhai power station (国电投滨海发电厂) is an operating power station of at least 4000-megawatts (MW) in Binhai Port District, Binhai County, Yancheng, Jiangsu, China with multiple units, some of which are not currently operating. It is also known as 国家电投协鑫滨海发电厂(Phase I), 国电投滨海2×100万千瓦扩建项目 (Phase III), 江苏国信滨海港发电有限公司 (Phase II).

Background

Phase I

Yancheng Binhai power station (formerly referenced as CPI Binhai Power Station) was proposed as a two-unit project for the Binhai Port District by China Power Investment Corporation (now State Power Investment Corporation) and GCL Poly Energy Holdings.[9]

Construction began in September 2015.[10]

Unit 1 was commissioned in September 2017,[11] and unit 2 in November 2017.[12]

Phase II

In February 2023, Phase II had reportedly entered construction.[13] Planet imagery between January 2023 and August 2023 showed that construction work was taking place at the site. Welding of the boiler "three devices" began in October[14], and the boiler beam was hoisted in November[15].

In 2024, the chimney outer cylinder was completed in January[16], the low-pressure heater was installed in April[17], the intermediate and high-pressure cylinders were hoisted in May[18], the boiler hydraulic test passed in July[19], the turbine cover was completed in July[20], and the unit was connected to the grid in November[21].

In December 2024, the unit passed the 168-hour trial and entered commercial operation[22].

Phase III

In January 2023, the Jiangsu Provincial Development and Reform Commission was also considering an additional 2 x 1,000 MW coal-fired power expansion, known as Phase III, at Yancheng Binhai power station.[23][24]

In June 2023, a water use and impact report was available.[25]

On 8 August 2023, the Jiangsu Provincial Development and Reform Commission approved the two 1,000 MW units (苏发改能源发〔2023〕837号).[26][27][28]

Phase III Unit 5 was granted a "road permit" in September 2023[29], the EIA report was submitted[30], and EPC general contracting was tendered in December[31]. In February 2024, the construction commencement ceremony was held[32], and main machinery contracts were awarded in March[33]. Piling work began in June[34]. Boiler steel frame hoisting began in November 2024[35].

In 2025, the deaerator was installed in August[36].

In June 2026, the unit was connected to the grid[37] and passed the 168-hour trial in July[38].

Phase IV

Unit 7 was on Jiangsu's 15th Five-Year Plan project list in January 2025[39]. In May 2026, feasibility study and technical consulting services were tendered[40], the social stability risk assessment was publicized in June[41], and the feasibility study consulting contract was won by Jiangsu Electric Power Design Institute[42].

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[43]
