The project was announced in September 2018 as a joint venture between Yudean and Royal Golden Eagle.[2] The construction of land reclaim from the sea began in February 2018. The extimated investment was 4.5 billion yuan ($685 million). [2]

A ground breaking ceremony was held in August 2019. The receiving capacity was reportedly 2.8 mtpa.[3][4]
