Background
In July 2018 China Huadian and Guanghui Energy agreed to build an LNG receiving and storage terminal in Yueyang city on the Yangtze River, 830 km inland from Shanghai and the East China Sea. The Yueyang LNG terminal will be developed in three phases in a project that will cost a total of US$294M. The facility will have the ability to handle 0.5M tonnes per annum (mta) of LNG in the first construction phase, rising to 1 mta in the second phase and 2 mta in the third. The first phase is scheduled to commence operations in December 2020.[5] In May 2019 it was reported that China Huadian had withdrawn from the project.[6] The receiving capacity was set at 1.5 million tonnes per year. The project was permitted in May 2019.[8][9]
The subproject of this LNG terminal, the filling station, began the construction in October 2020.[10][3] The sponsor company was Yueyang LNG Co., Ltd, a Yueyang city government owned company. Guanghui Energy does not own shares of the company, suggesting it may no longer involve in the project.[11] It was reported Hubei Energy Group showed interested in this project.[6][12]
In November 2022, a berth project for the filling station of the LNG terminal received permit for construction from Hunan Province, indicating the LNG terminal is slowly making progress. [13]
In September 2024, in a response to a local People's Congress' proposal, Yueyang Transportation Bureau (岳阳市交通运输局) admitted the project had been shelved since January 2021 due to unable to obtain the land use permit. The Bureau promised to work on its revival[14].
君山区LNG加注站码头工程项目于2022年11月23日取得省发改委立项批复，项目位于岳阳港君山港区广兴洲作业区长江中游铁铺水道右岸，项目内容为新建2个5000吨级（结构兼顾10000吨级）LNG加注站专用码头泊位，项目按照港口工程项目基本建设程序完成了环评、安全预评价、社会稳定性风险评估、通航条件、通航安全、防洪评价等专项批复。截至2024年5月，项目已完成水工建设及装卸工艺等相关配套设施的安装。经交工验收、竣工验收合格后即可申请办理《港口经营许可证》及备案后，即可投入生产经营。
君山区LNG接收站（储备中心）主要建设内容为码头工程和库区工程，其中码头工程新建2个8000立方米LNG接卸泊位和1个工作船泊位；库区工程新建1座5万立方米LNG储罐、槽车站和计量站等附属设施。项目估算总投资101386万元。该项目于2021年1月因未获土地审批导致停建，至今未能重新启动。
