Yulin Fumian Industrial Park cogen power station (玉林（福绵）节能环保产业园热电联产) is a power station in zhangmu Town, Fumian district, Yulin, Guangxi, China with multiple units of varying statuses none of which are currently operating. It is also known as 玉林（福绵）节能环保产业园南片区热电联产项目 (South Unit 1, South Unit 2).

Background
Yulin Fumian Industrial Park cogen power project was originally granted permission to build in July 2017. The plan was to build four units in three phases with a total capacity of 38 MW. The first phase contained 1×75t/h sub-high temperature and pressure CFB boiler + 1 x 7 MW back-pressure steam turbine, the second phase 1×75t/h +1×130t/h sub-high temperature and pressure CFB boilers +1×7 MW +1×12 MW back-pressure steam turbines, and the third phase 1×130t/h sub-high temperature and pressure CFB boiler +1×12 MW back-pressure steam turbine.[1]
However, in April 2021, it was found that there were unauthorised adjustments to the technical route in the first phase and unauthorised expansion of the construction scale in the second phase. The Yulin Fumian Industrial Park cogen power station was ordered to make a change to the phase one technical adjustment and to pay a fine.
On 22 April 2022, the Development and Reform Commission of Guangxi Zhuang Autonomous Region issued a new permit (桂发改电力〔2022〕423号) for Guangxi Yulin Haofeng Industrial Management Co., Ltd. to build a 54.8 MW cogen power station in two phases:
- phase one 1×75t/h sub-high temperature and pressure CFB boiler +1×7 MW back-pressure steam turbine;
- phase two 1×130t/h sub-high temperature and pressure CFB boiler +1×15 MW back-pressure steam turbine and 1×200t/h high temperature and pressure CFB boiler +1×32.8 MW back-pressure steam turbine.
Clear ground movement can be seen by comparing Planet imagery of 29 July 2017 and 12 June 2023.[2] Google Earth imagery of 28 November 2020 and 18 September 2022 showed that construction work were finished. However, only unit 1 was reported entering operation on 10 December 2022.[3]
Also in the same industrial park but on the south side, two 30 MW units gained permit to build on 9 October 2020[4] and started construction in August 2020.[5] The environmental impacts assessment[6] and energy saving assessment[7] were passed. These two units are listed in the 2023 Guangxi energy infrastructure construction work promotion plan and expected to enter operation in December 2024.[5]
