Background

The terminal was proposed in 2018 together with four other inner river LNG terminal projects along the Yangzte River. [3]PetroChina was involved in this project. A joint venture company was established in June 2022 by PetroChina and Wing Chew Holdings. [4]However, in August 2023, when the Environmental Impact Assessment of the project was released for public review, the owner changed to Jiangsu Huaxin Yongnan Energy Technology Co., Ltd. a wholly owned subsidiary of Wing Chew Holdings Limited. PetroChina presumedly dropped the project. Wing Chew Holdings Limited is also the parent company of Jiangsu Yonggang Group, an iron & steel giant located in Zhangjiagang.[5]

According to its Environmental Impact Assessment for public review, Zhangjiagang LNG terminal includes a terminal with three storage tanks with 200,000 cubic meters each, a berth and a 6-kilometer transportation pipeline. The total cost is estimated around 5 billion RMB.[6]

建设内容:张家港海进江LNG接收站项目(苏州LNG储备中心)(以下简称“本项目”)位于张家港市南丰镇、现代农业示范园区,占地约528亩,项目总投资约50亿元,建设规模为300万吨/年,其中气化外输量220万吨/年,液态外输量80万吨/年。本项目主要包括接收站工程、码头工程和配套外输管线。[6]

接收站工程:拟建设3座22万方全容式混凝土储罐及LNG接卸和储存、气化外输计量、槽车液态充装、BOG处理、消防等工艺及设施,设计接收能力300万吨/年。

码头工程:拟建设张家港港区东沙作业区盛泰码头下游至福山塘段的两个4万方LNG泊位及配套设施,水工结构兼顾5万吨级,远期最大可停靠8万方LNG船舶,占用长江岸线606m,设计吞吐量330万吨/年,其中接卸量为300万吨/年,出口30万吨/年。

配套外输管线:本项目配套外输管线共两路,其中拟建设一路10.0Mpa、DN1000,总长度约6.3公里,至七干河设分输站一座,出分输站后接入沿海管网或国家管网。[6]
