Background on Project
Jiaozuo Mining Group is seeking permitting for a 2 x 350 MW coal plant in Zhaogu Village, Jitun Town, Hui County.[3]
The project was permitted in March 2016.[4]
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects, including Zhaogu. It is unclear when or if the projects will be revived.[5]

Unit 1 had a feasibility study review meeting held in July 2024[6], a social stability risk assessment tender issued in August[7], and a land acquisition pre-announcement made in September[8]. In January 2025, the preliminary design was nearly completed[9]. In June 2025, another land acquisition pre-announcement was made[10]. In 2026, no significant progress was reported, though the project appeared on a list of Henan's top ten power projects[11].
