Background

Henan Investment Group proposed a 2 x 660 MW expansion of the plant--a combined heat and power (CHP) coal plant for residential use. The project was permitted in 2015.[1] The plant was commissioned in 2019.[2]

The plant was to replace retired Zhengzhou Xinli power station.
