Zhezkazgan-2 power station (ТЭЦ Жезказгана, Жезказганская ТЭЦ-2) is an announced power station in Kengir, Jezkazgan (Zhezkazgan), Ulytau, Kazakhstan.

Background
The plan to build Zhezkazgan-2 power station was announced in February 2024 and confirmed in the government order on the Plan for Power Sector Development until 2035 released the same month.[4][5] The target completion date was 2029 and the plant was to be built in the village of Kengir, close to Zhezkazgan city.[4]
Fuel Type and Financing
The plant was described as either coal-fired or gas-fired; the government order did not specify the fuel type,[5] though as of April 2024 it was assumed that it would be mostly coal-fired. The plant was to be built using investors' funds, not from the state budget.[4]
Investor Interest (2025)
In early 2025, it was reported that Turkish investors may be interested in building the plant. ACC GROUP and MITEK AS expressed interest in financing the project under a sovereign guarantee, with potential involvement of European and Turkish financial institutions including HSBC, Barclays and UBS BANK Ankara.[6]
As of October 2025, the target commissioning year was revised from 2029 to 2030 in the amended government plan on power sector development by 2035.[7]
National Coal Generation Project (2026)
In February 2026, the Ministry of Energy included Zhezkazgan-2 among six major new power facilities in the draft National Plan for the Development of Coal Generation until 2030.[8] The plan was approved by the government in March 2026, envisaging 7.8 GW of new and modernised capacity including 8 new power stations; Zhezkazgan-2 was listed at 500 MW as part of a new construction programme totalling 5.3 GW.[9] As of May 2026, no investor had been announced and no tender had been launched for the project.
New coal power plants in Kazakhstan, including Zhezkazgan-2, were to use clean coal technologies.[10]
