Background

Macau Natural Gas Co. planned to develop a LNG terminal in 2006, cooperating with Sinopec, to supply natural gas to Macao and adjacent areas. The location was chosen on Huangmao Island, a territory of Zhuhai City which is 13 km southeast of Macao.[2] The plan has no further news since then, and was apparently dropped.

Since 2015, Macau Natural Gas Co was planning a LNG terminal on Zhiwan Island of Zhuhai, which is 65 km southeast of Macao. The plan was included into Zhuhai's 13th Five-Year Plan.[3]

On December 2019, Macau Natural Gas Co., Ltd. signed a cooperation framework agreement with Beijing Jingneng Clean Energy Co., Ltd., a listed subsidiary of Beijing Energy Group, to jointly develop the Zhuhai Zhiwan Island LNG terminal and Zhuhai Yuhai Power Station. [4]

On August 2020, however, Macau Natural Gas Co., Ltd. signed a joint investment agreement to develop Zhuhai Zhiwan Island LNG terminal with China National Reserve Group in Beijing. Beijing Energy Group appeared to be no longer involved in the project.[1]

On March 2021, Macau Natural Gas Co., Ltd. signed a letter of intent on natural gas supply with Shenzhen Energy Group. According to the letter of intent, the proposed Zhiwan Island LNG terminal is going to supply natural gas to the Zhuhai Yuhai Gas Power Station, which is currently under-construction.[3]

According to the "Three-year Action Plan for Promoting the Development of Guangdong-Hong Kong-Macao Greater Bay Area in Guangdong Province (2018-2020)", the total investment of the project is RMB 16.5 billion ($2.5 billion). The first phase has a designed receiving capacity of 5 mtpa, which will be implemented in two stages, with 3 mtpa and 2 mtpa of each stage respectively. The project is expected to complete in 2025. [4]

The project was listed into Guangdong 14th Five-Year Plan for Energy Sector in "possible construction" category. [5]The preparation of the project is in early stage by April 2022.[6]

No further news as of February 2024.
