Background

Phase 1

Permitted by NDRC in March 2015, the Zhoushan LNG Terminal began construction in January 2016. Phase I of the terminal is expected to be commissioned in 2018 with a receiving capacity of 3 mtpa.[12][13]

In late 2016, CIMC Enric completed two 160,000 cubic meter storage tanks for the LNG terminal.[14][15]

In October 2018 the terminal began commercial operations.[16] It was estimated to cost 5.8 billion RMB.[17]

Phase 2

A second phase expanding the terminal's capacity to 5 mtpa is expected to come online in 2021.[16] It began construction in Nov 2018. It will add two 160,000 cubic meter storage tanks.[18][19] Phase 2 is estimated to cost 2.4 billion RMB.[17] In April 2019 it was reported that the expansion would create an additional 7 mtpa of capacity and be completed by 2022.[20]

Phase 3

Phase 3 was mentioned in Zhejiang Province's 14th Five-Year Plan. It is slated for operation in 2024[10] and is estimated to cost 3.5 billion RMB.[9]

Phase 3 was permitted in March 2022. It includes 4 storage tanks with 220,000 cubic meters each. The capacity of phase 3 will be 3.5 mtpa.[21][22] Construction of phase 3 began in December 2022. [11] By January 2024, the construction is at advanced stage. The operation was expected in September 2025.[23]
