Background
The industrial cogeneration project advanced through its early planning framework path with the publication of a competitive consultation tender for compilation of its comprehensive project feasibility study reports on May 20, 2025[1]. Situated within the Zhundong Economic and Technological Development Zone in Changji Hui Autonomous Prefecture, Xinjiang, the massive proposed facility consists of six 660MW-class ultra-supercritical air-cooled coal-fired cogeneration units, and the baseline feasibility report drafting contract was successfully finalized on June 13, 2025[2].
