煤矿背景
柠条塔煤矿 是由国家发改委核准批复的陕西省神府矿区南区总体规划确定的四对大型矿井之一，设计生产能力1800万吨/年。[12] 柠条塔矿井于2005年11月开工建设，生产能力为1200万吨/年，2013 年通过验收正式投产。[13] 2015年4月20日，柠条塔矿井生产能力正式核定为1800万吨/年。[14]
