煤矿背景

陕西有色榆林煤业有限公司杭来湾煤矿 位于陕西省榆林市榆阳区金鸡滩镇。陕西有色榆林煤业有限公司杭来湾煤矿杭来湾煤矿于2009年4月开工建设，2015年4月按批复建设完成，2015年6月开始联合试运转，2018年完成项目竣工综合验收和国家安全生产标准化一级矿井验收。^[1]建设规模800万吨/年。^[4]2022年1月，该矿产能核增至1000万吨/年。^[3]

该矿所产煤炭可作动力用煤、气化用煤、水煤浆制作、液化用煤、低温干馏用煤以及制造活性炭等用煤。^[6]该矿是陕西有色榆林新材料产业园煤-电（5×330MW）-铝（年产60万吨铝镁合金）-阳极（年产30万吨预焙阳极）循环产业链的上游项目，保证产业园燃料和原料的长期供应。^[1]

2011年9月24日，该矿发生井下无轨胶轮车失控导致的事故，造成4人死亡。^[12]
