Background
The project was announced in September 2019 as part of a development that will include the gas-fired 3,200-MW Bac Lieu Project power station.[6]
Delta Offshore LNG (DeltaOE) is developing the Bac Lieu LNG-to-power project, which consists of a 2 MTPA floating LNG import terminal and a 3.2 GW combined-cycle power plant in the Mekong Delta, Bac Lieu, Vietnam.[7]
As of May 2023, the project was targeting 2024 for the start of construction.[8]
In August 2023, The Investor reported that the project was facing bottlenecks, including "a power purchase agreement that has not been finalized after several negotiation rounds and government guarantees for the project."[9]
The Bac Lieu LNG power project was listed in an Appendix of an amendment to Vietnam's eighth Power Development Plan (PDP8), released in April 2025, indicating the project is still actively in development, with a range of possible start years between 2025 and 2030.[10]
On March 10, 2026, Bac Lieu LNG Power Company (Delta Offshore Energy) and Vietnam's National Power Transmission Corporation (EVNNPT) signed the principal agreement on grid connection for the 3,200 MW Bac Lieu LNG-to-power project, covering evacuation via a 500 kV Bac Lieu-Thot Not line. Phased commercial operation is targeted for 2030 (Unit 1 March, Unit 2 June, Unit 3 September, Unit 4 December). The project, Vietnam's first fully privately financed integrated LNG-to-power scheme, remains pre-FID; construction, once planned for 2024, has not begun.[11][12]
