Background

Baysun Coal Mine is an underground mine in Baysun, Surkhandarya, Uzbekistan.[6] Boysunkumir LLC owns operates the mine, which is owned by Shargunkumir JSC.[7][8] In turn, Shargunkumir is 99.86% owned by O’zbekiston Temir yo’llari JSC (Uzbekistan Railways).[9]

As of 2020, the mine was producing only about 50,000 tonnes of coal per year, with plans to expand production up to 450,000 tonnes per annum.[10]

As of January 2023, the expansion project did not appear to have progressed. In January 2023, the President of Uzbekistan mentioned the development of Baysun coal field as a future project and the need to attract investors.[11] As of August 2023, some exploration work was on-going.[12]

In its 2023 business plan, Shargunkumir listed 0 as production of coal contributed by Boysunkumir LLC.[8] 2024 business plan listed production of the mine in 2023 at 0.02 Mt.[3] There was no updated productrion plans or data on Baysun Coal Mine in 2024 or 2025.

A modernization and expansion project announced earlier was as completed around 2024. It covered both the Baysun and Shargun coal mines, operated within the same mining system Shargunkumir, with a targeted combined capacity of approximately 0.9 million tonnes per year (i.e., about 450 thousand tonnes per mine).[13] However, subsequent business plans and company disclosures did not report production separately for the Shargun and Baysun mines, instead presenting output in aggregated form, typically distinguishing only between mechanized and non-mechanized operations (i.e., those modernied and not). As of March 2026, there was no verifiable basis to allocate reported production between the two mines; therefore, total production has been attributed to the Shargun Coal Mine, while no separate production data has been reported for the Baysun Coal Mine.
