Background
The Bhubaneswari coal mine is operated by Mahanadi Coalfields Limited, a subsidiary of Coal India. It produces up to 30 million tonnes per annum (MTPA) on the Talcher coalfield in Angul, Odisha state, India.[14][15] The 61.83 million tonne-per-annum Talcher coal mines are owned by Mahanadi Coalfields Limited (a subsidiary of state-owned Coal India).[16] The Bhubaneswari mine is part of the cluster.[14]
According to the MCL website, plans to increase the mine's capacity by 19.2 million tonnes were in place.[16] However, in response to a right of information request in 2021, the mine is not listed by the Government of India as an active new mine project, and thus, this project is presumed shelved.[17]
In July 2022, a proposal to increase the mine's production capacity from 28 to 30 MTPA over the existing mining lease area was granted environmental clearance (EC). The approval was a part of a special dispensation in which India's Ministry Of Coal requested the Ministry of Environment, Forest and Climate Change (MoEF&CC) to consider skipping the public consultation stage of the approval process and granting immediate ECs to coal mining projects requesting expansions up to 50% of their operating capacity within their existing mine lease area. The move is a part of India's push to enhance coal production in order to meet the country’s energy requirement.[18]
Bhubaneswari OCP recorded strong production in FY 2025–26, producing 26.477 million tonnes of coal against an Annual Action Plan target of 25 million tonnes, equivalent to 105.98% of the target. Since commencing operations, the mine has produced approximately 370.4 million tonnes of coal.This production momentum has continued into FY 2026–27, with the mine’s annual production target raised to 28 million tonnes. [19]
