Background on Project

Since 2006 China Guodian and partners have announced plans for a two-unit coal-fired power plant with a total planned capacity of 2,000 MW in Shandong Province,[2][3][4] which was still reported as active in 2012.[5]

An EIA was submitted in 2015.[6] The plant was permitted in December 2015. Operation is planned for 2019.[7] [8]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects in 13 provinces, including Binzhou Boxing. It is unclear when or if the projects will be revived.[9]

For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

2021: Project revived

In May 2021, the plant's construction was put up for bidding, indicating plans have been revived.[10] Construction was planned for 2021.[11]

Construction began in July 2022.[12]

As of March 2023, construction was expected to be complete in 2024.[13]

Phase II

In May 2023, a 2 x 1,000 MW Phase II was announced at the Binzhou Boxing power station. The expansion was approved by the Shandong Provincial Development and Reform Commission first in December 2015 and again in May 2023.[14]

Construction announced in July 2022[15] and, by mid-March 2023, 100,000 square meters concrete was poured into the foundation.[16]

Designated railway line was granted to build in June 2023.[17] EPC[18] and various biddings were ongoing as of the end of August 2023.[19]

Ownership

On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[20][21] The merger was completed on November 28, 2017.[22]
