Coal Mine Boundaries and Methane Sources

Global Energy Monitor researchers have identified coal mine boundary/boundaries and potential sources of coal mine methane (CMM) for this mine. M3402.B1 One open permit U00300118 for this mine was found on page 91 of https://web.archive.org/web/20250327210504/https://minesafety.wv.gov/wp-content/uploads/2025/03/FY2024-Annual-Report.pdf.pdf. The boundaries are for permit U300118 for Black Eagle mine owned by MARFORK COAL COMPANY, LLC. The permit was issued August 2018 and expires August 2028. Other open permits for this mine were searched for but no others were found. Seven permit boundary polygons were extracted from permit boundaries found in the Mining & Reclamation permit boundary shapefile, described as containing 'extent of the bonded area within which mining activity is permitted to occur.', https://web.archive.org/web/20250319210132/https://tagis.dep.wv.gov/home/gis%20data. The name of the mine in this boundary was 'BLACK EAGLE DEEP MINE' and is assumed to be part of the Black Eagle mine. The area of this boundary is 1.85 square kilometers (or 457 acres).
M3402.B2 This boundary was extracted from the West Virginia Geological and Economic Survey (WVGES) resource at https://web.archive.org/web/2/https://atlas.wvgs.wvnet.edu/arcgis/rest/services/Coal_Web_Mercator/All_Mining_WM/MapServer . This resource was filtered for mine_name = BLACK EAGLE MINE, and resulting polygon simplified using distance-based simplification with a tolerance of 25m. The mine mines the Eagle coal seam. The area of this boundary is 1.8 sq km. Satellite imagery for the area including this boundary was scanned for additional PPSEs - none were found in the boundary.
