Background

The Brasília power station is a 1,470 MW gas-fired power plant proposed for construction in the community of Samambaia on the outskirts of Brazil's capital city, Brasília.[4][5] The project would operate in a combined cycle configuration, with 3 gas turbines and 1 steam turbine.[5] Gas for the project would be supplied by the proposed Central Brazil Gas Pipeline (also known as the São Carlos-Brasília Gas Pipeline).[5]

The Brasília power station has been promoted by Brazilian entrepreneur Carlos Suarez, nicknamed O Rei do Gás (the Gas King)[6], and actively opposed by Brazilian environmental groups.[3]

The project's environmental impact report was published in February 2025.[5] An initial public hearing to discuss the report, scheduled for March 12, 2025, was indefinitely postponed by court order following a filing by Arayara arguing that the public was not offered enough time to adequately assess the EIA.[6][7] In May 2025, the Brazilian Federal District Attorney's Office for Citizens' Rights (PDDC) filed a request with regional government officials asking for additional information about the plant, noting that public transparency was essential to the environmental licensing process.[8]

A second hearing, scheduled for June 17, 2025[9], was cancelled due to protests and complaints about inadequate security measures at the meeting site.[10] As of mid-August 2025 a new public hearing date had not yet been scheduled.[11]

Opposition

Opponents of the plant have objected to the plant's proposed location, which would require demolition of a rural school, directly impacting 300 local students.[11] Citizens' groups, including Arayara, Movimento Salve o Rio Melchior, and the national environmental organization Xô Termelétrica (Bye-bye, Power Plant), have raised numerous other objections to the plant, including concerns about deforestation and contamination of the already fragile Melchior River, and air quality impacts based on the high levels of emissions pouring from its 42-story tall chimneys.[3][11]

In August 2025, the Fundação Oswaldo Cruz included the Brasília power plant on its national map of 667 key environmental conflicts in Brazil.[12]
