Background

The company was established in 2008 and is a subsidiary of Hong Kong listed CNR Group Holdings Pte Ltd.^[1] The construction of the plant began in 2012 and became operational in 2014 with a capacity of 1 mtpa.^[2]^[3] The stage 1 development is based on the overall relocation of the equipment from Yongan Special Steel, a former wholly owned subsidiary of the CNR Group Holdings^[4]. Due to the Export Ban in 2013, the Group was seeking other financing sources to facilitate the development of the project ^[4].
