Background

The Cardones Coal Mine (Proyecto Cardones) is a slelved coal mine proposal in Barrancas, La Guajira, Colombia, operated by Cardones S.A.S. under mining title HBL-084 with an estimated annual production of 360,000 tonnes and a stated mine life of 16 years. The deposit also holds identified potential for copper. Measured mineral resources under the ECRR standard stood at 7.03 million tonnes, with indicated resources of 12.03 million tonnes; proven and probable reserves had not been certified as of August 2021. The mine provided approximately 50 direct jobs.

As of August 2021, the Cardones project held a mining title in the exploitation contractual stage but had not commenced production. The environmental license application had been submitted to CORPOGUAJIRA on February 4, 2019 (Filing No. 747) and remained under review. The official work plan (PTO) had been submitted to the ANM on July 30, 2018 (Filing No. 20189060288362) but had not been approved. The project's development was contingent on receipt of both approvals. No subsequent updates to the project's licensing status were identified in public sources as of March 2026, and no independent reporting on commencement of mining operations at the Cardones site was found.

By March 2026, no evidence of progress on either the environmental license or the PTO had been identified in public sources, and no independent reporting on development activity at the site was found. Without evidence of advancement since 2021, the project was presumed shelved.
