Background

Dalnyaya coal mine (шахта Дальняя) is an operating underground mine located in Topolevy, Krasnosulinsky District, Rostov Oblast, Russia. Dalnyaya coal mine is owned and operated by Donskoy Anthracite JSC. The company was previously owned by the Ukrainian DTEK but was sold to Valleyton Investments Ltd in 2022. It appears that there were further ownership changes in 2023 - in June 2023 it was reported that the company is now owned by Russian-registered SBK Premier. In early 2024 it was reported that Putin has permitted the acquisition of Donskoy Anthracite by a Russian company Luchshee Resheniye JSC (Best Solution JSC) from an entity Fabcell Limited.

As of January 2022, the mine was producing about 0.9 million tonnes of anthracite coal. In 2022 Donskoy Anthracite has consolidated the mine operations with the previously mothballed Mine 410 with a view to increase production capacity to 1.3-1.4 million tonnes per annum by 2027. Investments amounted to 1.5bn roubles.

In 2022, the mine produced just short of 1 million tonnes, which was 30% lower than in 2021. Difficult geological conditions were cited as one of the reasons of lower production. 2023 production appeared to have lowered further. GEM estimated production below 1 Mt.

In early 2024, a new longwall was commissioned at the mine. Transitioning to a new longwall as well as technical violations were mentioned as reasons for not achieving higher coal production levels in the first half of the year. As of early June 2024, only 0.14 tonnes of coal were produced at the mine.

As of December 2024, the previously announced expansion did not appear to be going ahead.

Mine-level production data for 2024 and 2025 was not available. Based on the reported decline in overall coal production in Rostov Oblast (–5.7% in 2024 and a further –10% in 2025), Global Energy Monitor estimated that Dalnyaya’s production may have decreased proportionally to around 0.75 million tonnes in 2024 and 0.68 million tonnes in 2025 (assuming a regional-trend proxy and using GEM’s 2023 production estimate as the baseline).

Incidents and Regulatory Enforcement

In 2018 there was one fatality as a result of the collapse of the mine at the depth of about 550m. More than 80 mine workers evacuated.

In January 2025 it was reported that the operations of the underground mine were suspended for 90 days due to industrial safety violations, including improper ground support in the main shaft and the inclined shaft, which created risks to the life and health of mine workers. Its current capacity was said to be 0.7 Mt.

Ownership Changes

In 2024, Donskoy Anthracite JSC, which operated the Dalnyaya coal mine, was acquired by the Russian company Luchshee Resheniye JSC. The asset had previously belonged to foreign owners, including the Ukrainian DTEK Group and related entities, and was sold in the context of the withdrawal of foreign shareholders from Russian coal assets following regulatory and geopolitical constraints introduced after 2022. In July 2025, it was reported that Luchshee Resheniye planned to resell Donskoy Anthracite and other acquired coal assets in 2025–2026, according to the company’s disclosures. The company stated that the probability of completing the sale exceeded 90%.
