Darnytska power station

Darnytska power station (Дарницька ТЕЦ) is an operating power station of at least 320-megawatts (MW) in Kyiv, Dniprovskyi, Ukraine. It is also known as Kyiv-4 power station.

Background

The Darnytska power station has been operating since 1954. It originally had 7 turbine units, but the first 4 units were retired due to deterioration. The three operational turbines each had capacity of 50 MW.[1] At some point, one of the turbine units was upgraded to 60 MW, giving the station a total capacity of 160 MW.[2][3]

The power station was sold to Euro Reconstruction LLC in 2012.[4] Euro Reconstruction is allegedly controlled by a businessman Anatoly Shkriblyak.[5]

The plant is capable of running on coal or natural gas. In 2012, the plant switched to mostly coal as it was significantly cheaper.[6]

In December 2021, due to coal shortages in Ukraine, the power station temporarily switched to running exclusively on natural gas.[7] Another media source from December 2021 suggested that the transfer to gas has a more permanent nature.[8] However a later source from June 2023 described the opposite - that the plant has recently been operated on bituminous coal from Krasnolymanska coal mine.[9]

Environmental Impacts

The Darnytska power station has been the subject of numerous environmental complaints. For example, in 2017, Ukraine's State Ecological Inspectorate conducted an unscheduled inspection of the power station, due to it "breaking all records for the number of complaints."[10]

In April 2020, an inspection team was barred from accessing the Darnystka power station.[11] When the team returned in August 2020, they found numerous violations of environmental regulations and imposed a fine on the power station. The team also noted that Kyivites complain about the power station more than any other in the region.[12] Shortly thereafter, regulators threatened to close down the power station if it did not get its pollution under control. Specifically, regulators were concerned about the toxicity levels of Darnystka reservoir, which the power station uses as an ash dump.[13][14]

Darnystska power station began the installation of 4 electrostatic precipitators to reduce emissions. In April 2021 it was reported that two news electrostatic precipitators had been installed and another one will be put into operation by the end of the year. After that, the power station was expected to become the first coal-fired CHP in Ukraine to abandon the use of an ash dump.[15] The third of four precipitators was being installed in November 2021.[16]

However as December 2021, the residents continued to complain about the toxicity of the ash dump.[17][18]

War in Ukraine

As of June 2022, it appeared that the power station was unaffected by Russian shelling and continued to operate normally.[19]

Russian media source reported that the plant was damaged during the air strike on December 16th, 2022.[20] Previous attack on the plant was registered in November 2022.[21] As of December 2022, the plant appeared to be operating at reduced capacity.

In April 2023, Euro Reconstruction reported that the heating season 2022/2023 had been completed. During attacks on the country's energy infrastructure, the power plant was hit by three rockets but damage was repaired in the shortest possible time.[22]
