Background

El Cerro Coal Mine (Proyecto El Cerro) is a cancelled coal mine proposal in Chiriguaná, Cesar, Colombia.

The El Cerro project was planned as a greenfield underground coal mine under mining title HKN-13551, covering an area of 9,578 hectares in the municipalities of Chiriguaná and Curumaní, in the southern coalfield of Cesar department. The deposit was described as thermal coal of the Los Cuervos Formation (Paleocene–lower Eocene). Mineral reserves and resources were listed as under evaluation under the ECRR standard as of September 2022. No capacity, production, or workforce figures were reported. The planned mine type was underground, with a stated mine life of 25 years.[2]

Total investment was reported at US$6 million, of which US$0.5 million had been executed as of the September 2022 ANM profile.[2]

By March 2026, the mining title HKN-13551 was listed as terminated in the ANM national mining registry, confirming that the project had been abandoned.[3] Therefore the project was presumed cancelled.

Licensing Status

As of September 2022, the project was in its fifth year of exploration. It had reached the pre-feasibility stage. No environmental license had been requested and no PTO had been submitted to the ANM. An initial community meeting had been held with residents of the corregimiento of San Sebastián, municipality of Curumaní, to present the project and gather community input.[2]

Ownership

The project was held by Catcoal S.A.S., a Colombian coal mining company. No parent company was identified in publicly available sources as of March 2026.[2]
