Background

The El Congo coal mine (Proyecto Mina El Congo) is a shelved coal project proposal located in the municipality of Montelíbano, Córdoba department, Colombia, with an area of influence extending into Puerto Libertador. The project is operated and owned by Carbomas S.A.S. under mining title OKD-09221.[3] No parent company was identified in publicly available sources as of March 2026.

The deposit was characterized as a sedimentary thermal coal resource hosted in the Cerrito and Ciénaga de Oro formations, with multiple coal seams identified.[3]

The project was planned as an open-pit (surface) mine with an estimated mine life of 28 years. However, key technical parameters, including production capacity, annual output, and mineral resources and reserves, remained under evaluation. The project remained at the exploration stage as of 2021 and had not yet entered construction or production.[3]

Total planned investment in the project was estimated at US$8.3 million, of which approximately US$1.1 million had been executed by 2021. The project employed around 10 workers during the exploration phase.[3]

Licensing Status

The environmental license had been requested but not yet approved, and the project remained at a pre-feasibility stage with the Program of Works and Investments (PTO) under preparation following the submission of the final exploration report in 2021.[3]

The mining concession (title OKD-09221) was granted on March 29, 2019, under Colombia’s Mining Code (Law 685), and remained active as of 2021. However, the project had not progressed beyond the exploration stage and had not entered construction or production. There was no evidence of further project development or activity after 2021, and the project did not appear in recent industry reports or media coverage. This suggests that the project may have been delayed or remained inactive.

Without evidence of advancement since 2021, the project was presumed shelved.
