Background

The Ganda Alam Makmur coal mine (GAM) is an opencast mine, operated by PT Ganda Alam Makmur, a subsidiary of LG International and partners Titan Infra Energy, with a capacity of 4 million tonnes-per-annum (MTPA) in Sangkulirang, East Kutai, East Kalimantan, Indonesia.[13]

In 2019, the company proposed an expansion of the mine to 20 million tonnes per annum.[13] The expansion appears to have gone into operation with the mine exceeding capacity and producing 10 million tonnes in 2020.[14]

PT Ganda Alam Makmur manages a concession spanning approximately 10,000 hectares in Sangkulirang Regency, of which more than 2,330 hectares had been developed to support continued coal production for an estimated 20-year mine life, according to a company-affiliated profile. As of that report, more than 60 percent of the concession had been explored, identifying JORC-classified coal resources of 539 million tonnes. Coal produced at the site carries a calorific value ranging from approximately 3,500 to 4,800 kcal/kg (GAR). The same profile reported that the company targeted coal production of 15 million tonnes in 2022, up from 12 million tonnes in 2021.[15] A separate industry ranking of Indonesia's top 30 coal producers put GAM's 2024 production at 12.45 million tonnes.[16]

PT Ganda Alam Makmur's partner, Titan Infra Energy, is an Indonesian energy infrastructure and logistics company founded in 2005 that operates across the coal value chain, including mining, dedicated transportation routes, ports, and coal logistics services, primarily in southern Sumatra; per the same company profile, Titan Infra Energy operates two coal mines in total.[15]

On January 20, 2022, Indonesia's Ministry of Energy and Mineral Resources (ESDM) lifted a coal export ban for 139 coal companies found to have met 100 percent or more of their Domestic Market Obligation (DMO). PT Ganda Alam Makmur was included on this list (company No. 78), confirming the mine was in active production and had met its domestic supply obligations as of that date.[17]
