Background
Since around 2020, TGP has been pushing forward the 923-km “Southern Extension” gas pipeline project from Humay (Pisco) to Arequipa, Ilo, and Mollendo, as an alternative to the Southern Peru Gas Pipeline (SITGAS). Privately financed without state subsidies, it would expand the existing network with a 24-inch line capable of moving around 300-350 million cubic feet per day, scalable with demand. The project aims to supply industries such as petrochemicals, thermal power plants, cement, and potential hydrogen production, with completion targeted around 2028 if permits and a 10-year concession extension are approved. TGP has held talks with Contugas, which operates the existing lower-pressure, smaller-diameter Gas Pipeline in Ica. While TGP is willing to consider leveraging that infrastructure, it notes that the specifications don’t align with their high-pressure requirements; thus, the new pipeline is being designed largely from scratch.[1][2][5][7][8]
Unions and social groups in southern Peru, however, denounce the government’s support for this coastal pipeline over the long-promised Southern Gas Pipeline (SITGAS), which they argue would better benefit highland regions like Cusco, Puno, and Apurímac. They see this as a betrayal that undermines energy access, industrialization, and regional development. In response, the CGTP has called for protests, and Cusco announced a regional strike in April 2025 to demand fulfillment of commitments to SITGAS.[1][2][5][7]
