Background
The Gramoteinskaya Coal Mine (Шахта Грамотеинская) is an operating underground coal mine in Kemerovo Oblast, Russia. The mine is owned and operated by Shakhta Gramoteinskaya LLC, which appears to be owned by a Cyprus-registered company Cyrith Holdings Ltd.[7][8][9]
The mine used to be part of Evraz but after an accident in November 2012 where 7 miners received facial and body burns,[10] the mining operations were suspended and the mine was sold as it was loss-making for Evraz.[11] The mine has been operating at a loss for years, and its owners have been trying to sell it.[12][13]
In 2013, the mine's capacity was stated at 2.5 million tonnes per year.[7][14] In 2016 an expansion plan of the mine was mentioned, without specifying the target capacity increase.[11] However it appeared that the project did not go ahead and the depleting reserves (estimated at 10Mt in 2016[11]) are being mined. In the first half of 2022, the mine produced 0.2 million tonnes, which was 75% lower than in the same period in 2021.[15]
Safety Violations and Regulatory Suspension
In October 2022, the mine's operations were temporarily suspended due to non-compliance with the safety standards. Previously in 2022, Gramoteinskaya was found guilty 3 times of non-compliance with industrial safety requirements, in 2021 the company was found guilty of the same violation 12 times.[16]
In February 2024, the region's Prosecutor’s Office conducted an inspection at Gramoteinskaya Coal Mine and identified numerous violations of labor, industrial and fire safety legislation. These included understaffing (a deficit of 233 employees), failure to fully implement dust and gas monitoring systems, use of equipment with expired service life, incomplete staffing of auxiliary mine rescue teams, deficiencies in fire protection systems across multiple facilities, lack of proper safety training for engineering personnel, and inadequate provision of personal protective equipment. The prosecutor’s office issued an order requiring the elimination of the identified violations; compliance remained under supervisory control.[17]
In October 2024, coal extraction in longwall No. 826 of Gramoteinskaya was suspended for exceeding the permissible concentration of methane.[18]
In September 2025, the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) ordered a temporary suspension of coal extraction in longwall No. 826 at the Gramoteinskaya coal mine due to a dust-explosion hazardous condition in the underground workings and the operation of technical equipment in violation of industrial safety requirements. The incident also involved a worker injury classified as severe. The suspension formed part of broader enforcement actions affecting several mines in Kuzbass during the same period.[19]
Financial Distress and Bankruptcy Petition
In August 2025, amid a sector-wide crisis in the Russian coal industry, Gramoteinskaya Coal Mine was reported among the Kuzbass enterprises that applied for state financial support, including temporary deferrals of taxes and insurance payments.[20]
In January 2026, a bankruptcy petition was filed against Gramoteinskaya Coal Mine. Moscow-based LLC Promenergosbyt submitted an application to the Arbitration Court of Kemerovo Region seeking to declare LLC “Gramoteinskaya Coal Mine” insolvent, citing outstanding debt of 24.15 million roubles (approximately $270,000). As of the publication date, the court had not yet scheduled a hearing to consider the merits of the claim. Promenergosbyt’s main business activity is electricity trading. According to publicly reported financial results, the company recorded a net loss of 90 million roubles (around $1 million) in 2024 on revenue of 2.4 billion roubles (around $26.7 million)."Шахта «Грамотеинская» получила иск о банкротстве".
