Binzhou Boxing power station (国家能源集团博兴发电厂) is an operating power station of at least 2000-megawatts (MW) in Chunhua Town, Boxing, Binzhou, Shandong, China with multiple units, some of which are not currently operating.

Background
Since 2006 China Guodian and partners have announced plans for a two-unit coal-fired power plant with a total planned capacity of 2,000 MW in Shandong Province,[6][7][8] which was still reported as active in 2012.[9]
An EIA was submitted in 2015.[10] The plant was permitted in December 2015. Operation is planned for 2019.[11] [12]
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects in 13 provinces, including Binzhou Boxing. It is unclear when or if the projects will be revived.[13]

2021: Project revived
In May 2021, the plant's construction was put up for bidding, indicating plans have been revived.[14] Construction was planned for 2021.[15]
Construction began in July 2022.[16]
As of March 2023, construction was expected to be complete in 2024.[17]
Phase I
In 2023, the project issued EPC tenders and began concrete pouring.[18] Cooling towers were completed in December 2023.[19]
On November 22, 2024, Phase I Unit 1 achieved first grid connection; On December 21, 2024, Unit 1 passed 168‑hour trial.[20][21]
Phase I Unit 2 completed its 168‑hour trial on 29 December 2024.[22]
Phase I Unit 2 completed boiler water pressure test in July 2024, first ignition in November 2024, and 168‑hour trial on 29 December 2024.[23][24]
Phase II
In May 2023, a 2 x 1,000 MW Phase II was announced at the Binzhou Boxing power station. The expansion was approved by the Shandong Provincial Development and Reform Commission first in December 2015 and again in May 2023.[25]
Phase II Unit 3 was on Shandong's key projects list in 2024[26]. In 2025–2026, no news or ground movement was found, and the project was shelved in June 2026[27].
Ownership
On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[28][29] The merger was completed on November 28, 2017.[30]
