Background
In September 2025, construction began on an industrial park with an LNG power plant, known as Haiphong LNG power station, and an import terminal consisting of a floating storage unit with a regasification system (FSRU). Total investment in the complex was estimated to be US$7.12 billion. The first phase of the power plant, with a capacity of 1600 MW, is planned to be operating no later than 2030, suggesting that the import terminal will be operating by that time.[3]
The project is being developed by Vingroup and VinEnergo Energy JSC.[3] It is distinct from the Cat Hai FSRU proposal, also known as Hai Phong FSRU, which had been under development by a consortium including Exxon Mobil and JERA and is inferred to be cancelled.
