Background

Inskoy coal mine (шахта Инской) is an underground mine in Belovo Urban District, Kemerovo Oblast, Russia. The mine is operated by Razrez Inskoy JSC. Although the name of the company suggests it's a surface mine, it is in fact an underground mine that was put into operation in 2011. The mine was built on the territory of the former underground mine Signal, which was closed in 1998 following an underground fire.[6]

The mine's ownership history is complex, starting from 2016 with some criminal allegations to several individuals. In 2018 the company went into administration for 18 months, but in the beginning of 2020, a businessman Alexander Tereshenkov became the new owner, through his Coal Company Inskaya LLC. The new owner initiated reaching an agreement with the creditors to repay back the debt in 3 years' time, however no agreement was reached and in spring 2022 the company's assets were put up for sale in an auction as part of the official bankruptcy proceedings.[7]

Despite the bankruptcy process, the mine continued production in 2022 while salaries were not always being paid.[8] In August 2023 it was announced that the mine's property and equipment was sold in an auction for 241 million roubles to a private individual Pavel Bubnikov.[9][10]

In the first 6 months of 2022, the mine produced 0.546 million tonnes.[11] No 2022 production figure was available.

A media source from June 2023 referred to the mine as not producing, with 4.5 months of salary payments in arrears.[12] Later in June 2023, all operations of the mine were suspended by the State Technical Supervisory Board (Rostechnadzor) for 3 months due to safety violations.[13]

In August 2023 it was announced that the mine's property and equipment was sold in an auction for 241 million roubles to a private individual Pavel Bubnikov.[9][10] Another source stated that it was the Institute of New Technologies, Management and Markets LLC (Intmek) acquired the property complex of the bankrupt Razrez Inskoy JSC. In September 2023, Intmek was renamed Inskaya Mine LLC, and the company changed its place of registration to Novosibirsk.[14]

As of December 2024, the mine was not operational from about late 2023.[14] In late 2024, Inskaya Mine LLC was declared bankrupt. [15]

Inskaya mines premium low-ash grade D coal, which is characterized by low fluorine and phosphorus content. The concentrate obtained from such coal is the most suitable raw material for semi-coking, ferroalloy plants, and the production of silicon with a low content of iron oxide and aluminum oxide. Coal of this quality is available only at a few enterprises in Russia.[14]

In January 2025, it was reported that a Chinese company may buy out the mine.[16] In May 2025, the Arbitration Court granted the company a final opportunity to conclude a binding sale agreement with potential investors, including a Chinese organization (name unknown) and Turkey-based True Exim, before proceeding with bankruptcy proceedings initiated by the Federal Tax Service. It was noted that if no sale agreement was submitted, the court was expected to consider declaring the mine bankrupt, which could result in its flooding and potential environmental risks for nearby settlements.[17]

Legal Proceedings and Wage Arrears

In February 2026, investigators completed a criminal case against the general director and the de facto owner of Inskoy Coal Mine for systematic non-payment of wages. Between October 2023 and December 2024, 405 employees were not paid more than 77 million roubles (approximately $0.85 million), despite the company allegedly having the ability to meet its payroll obligations. The charges also include concealment of more than 106 million roubles (approximately $1.17 million) from tax enforcement authorities and abuse of authority. Assets worth over 42 million roubles (approximately $0.46 million), as well as the mine itself (valued at more than 1 billion roubles, approximately $11 million), were seized. The indictment was approved and the case referred to court. In June 2025, bankruptcy supervision was introduced at the mine, production ceased, and its mining licenses were revoked by Rosnedra.[18]
