The Japan Coal Energy Center (JCOAL) states that it carries "out a variety of activities to make coal even more effective resource or energy source while enhancing its superior cost effectiveness and the stability of supply, aimed at contributing to the stable energy supply and the sound development of industrial economy in Japan."
Fly ash use
On its website JCOAL states that it has been "developing technologies for effective usage of coal ash, as the amount of the cement matrix (that is the most popular method of processing coal ash in Japan) will decreases."
Japan Coal Energy Center is a signatory to the charter of the Worldwide Coal Combustion Products Network which was formed in 1999 to "promote, coordinate and inform the public, industry and governmental entities about the beneficial environmental, technical and commercial uses of coal combustion products (CCPs).
