Ownership Tree

This ownership tree is part of the Global Energy Ownership Tracker, a project of Global Energy Monitor.

Background

Jianbi power station was a fourteen-unit coal-fired power plant with a total capacity of 4,405 MW in Jiangsu Province. Units 1-6 total 425 MW. Units 7-12, totaling 1,980 MW, were completed between 1979 and 2004. Units 13 & 14, totaling 2,000 MW, were completed in 2012. The plant was originally owned by China Guodian.[3]

Units 1-10 were all retired by 2017, leaving 2,660 MW operating.[4]

Proposed expansion

In 2014 it was announced that two new units, each 1200 MW, have been proposed at the same location.[5]

The project languished for a decade. In 2024 it was reported the expansion will instead be an integrated energy scheme combining 4x660MW thermal power, 280MW solar, and 110MW wind energy, with a public tender announced on September 14, 2024.[6]

In 2025, it was confirmed that the expansion will shift from a 4x660MW to a 2x1000MW configuration (Units 15-16), with environmental impact assessments ongoing as of February 20, 2025. Plans for the units include Carbon Capture and Storage (CCS).[7]

In June 2025, the expansion project was permitted for construction, with further developments and tenders scheduled throughout 2025. [8]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[9][10] The merger was completed on November 28, 2017.[11]
