Background
The KPC Operation is a coal complex consisting of adjoining mines--the Bengalon coal mine and Sangatta coal mine--operated by Kaltim Prima Coal (KPC), a majority owned subsidiary of Bumi Resources, in East Kalimantan, Indonesia.[9]
According to the company's own account, KPC's operations began in 1990, with commissioning of major infrastructure — including a crusher, coal preparation plant, overland conveyor, stacker, reclaimer, and shiploader — completed in 1991, the same year the company began shipping over 2.1 million tons of coal. Coal is transported from the Sangatta preparation plant to the Tanjung Bara Coal Terminal via a 13-kilometer overland conveyor system, where the majority of the company's coal is loaded for export.[10]
KPC was acquired by PT Bumi Resources Tbk in 2003, following which the company continued to expand its production capacity, reaching 16.4 million tons that year and 56.97 million tons by 2017. In 2017, KPC also began operating a coal-fired power plant with a capacity of 3×18 MW to support electrification in East Kutai.[10] Bumi Resources publishes annual reports covering the operations of its subsidiaries, including KPC, on its investor relations page.[11]
In June 2024, KPC's former concession area was named among six former PKP2B (first-generation Coal Mining Work Agreement) sites designated by the Indonesian government as Special Mining Business Permit Areas (WIUPK) to be offered to religious organizations, including Nahdlatul Ulama, Muhammadiyah, and Catholic, Protestant, Hindu, and Buddhist religious organizations, under a 2024 government regulation permitting such organizations to hold special mining permits.[12]
Separately, KPC is named among 139 Indonesian coal companies whose export permits were restored by the Directorate General of Mineral and Coal (Ditjen Minerba) effective January 20, 2022, after meeting Domestic Market Obligation (DMO) coal-supply requirements to state utility PT PLN.[13]
