Background

The Kalush Power Station began operations in 1967. It consists of four turbine units, each with a capacity of 50 MW. The station was originally designed to burn coal from the Galicia-Volyn basin, but it now runs on natural gas as well.[1]

The power station was part of the Burshtyn Energy Island and exported power to European countries, just like the Burshtyn power station.[1] On February 22, 2022, the plant ceased to operate in an island mode and connected to the unified energy system of Ukraine.[2]

Originally controlled by the Ukrainian government, the power station began the process of privatization in 2019.[3] In 2021, the power station was sold in an auction to Constanza LLC for UAH 800 million (approximately US$28 million).[4] It appeared that Constanza LLC is owned by two private individuals.[5]

After Russia's invasion, the plant has been mostly inactive and did not produce electricity, as the consumption reduced drastically and the plant could not export electricity. The management also did not want to accumulate debt.[2] As of October 2022 the situation was improving and the plant was getting ready to supply heat to the residents of Kalush and to generate electricity.[2] In December 2022 a media article stated that this heating season may be the last for the plant due to its high degree of wear-and-tear and reduction in demand. In other words, it was presumed the power station may retire in 2023.[6] The number of consumers fell from 4400 to 3400.[6]

It appeared that the plant was still operating as of February 2023 in some capacity, although with a risk of closure due to problems with supply of technical salt.[7]

In April 2023, the power station was charged for pollution of land pollution and environmental damage.[8] In October 2023, the plant was preparing for the heating season 2023/2024 and was increasing heat tariffs.[9] However it was not clear whether the plant would still produce electricity or operate in heat-only mode.
