Background

Cluster No. 17 (BCCL) is a group of mostly abounded underground and opencast coal mines operated by Bharat Coking Coal Limited, a subsidiary of Coal India, with a capacity of 4 million tonnes-per-annum (MTPA) in the Raniganj Coalfield, in West Burdwan, West Bengal, India.

Kalyaneswari is a proposed mine in the cluster with a mine plan prepared in 2018. The Victoria West, Victoria, Begunia, and Damagoria mines are currently closed.[2] But in response to a right of information request in 2021, the mine is not listed by the Government of India as an active new mine project. It is presumed shelved.[3] Bharat Coking Coal Limited, a subsidiary of Coal India, operates the Cluster 17 coal mines.
