Background

The construction of the pipeline was agreed upon between China and Kazakhstan in 1997.[6] Atasu-Alashankou and Kenkiyak-Kumkol oil pipelines were built as part of the first stage of the Kazakhstan-China pipeline project.[2] The remaining three segments (Kenkiyak-Atyrau Oil Pipeline, Kumkol-Karakoin Oil Pipeline and the Karakoin-Atasu segment of the Pavlodar-Shymkent Oil Pipeline) were designed for other purposes and are operated in a reverse flow for the Kazakhstan-China pipeline.

Kenkiyak-Kumkol oil pipeline is intended for transportation of oil from West-Kazakhstan and Aktobe oilfields. The project includes construction of relay pump stations along the pipeline to increase oil transportation volumes. Atasu - Alashankou oil pipeline is designed for transportation of oil from West-Kazakhstan, Aktobe and Kumkol oilfields to China, as well as for transit of Russian oil.[2] Rosneft transports 200,000 b/d of crude to China through the Atasu-Alashankou oil pipeline.[7]

In 2015 Pavlodar-Shymkent oil pipeline was reconstructed to increase the capacity of the reverse flow for the route Karakoin-Atasu (Dzhumagaliev pumping station - Atasu pumping station) by 20 mtpa.[8]
