Background

The pipeline (1640.4 km) has a reserve pipeline (11.6 km) crossing the Irtysh River.[7]

In 2015 Pavlodar-Shymkent oil pipeline was reconstructed to increase the capacity of the reverse flow for the route Karakoin-Atasu (Dzhumagaliev pumping station - Atasu pumping station) by 20 mtpa for transportation of oil to China along the Kazakhstan-China Oil Pipeline.[8]

The pipeline is part of the Omsk-Pavlodar-Shymken-Shagyr Oil Pipeline. It is used to transport oil from Russia to Uzbekistan through the territory of Kazakhstan. In 2024, the volume of oil transported via the pipeline was around 0.3 mtpa.[9] In 2024, Uzbekistan plans to increase oil deliveries from Russia to 1 mtpa.[10][11] Oil from Russia to Uzbekistan travels through pipelines from Omsk to Pavlodar and Shymkent. Then, at the Shagyr oil loading gantry, it is transferred into tankers and sent to Uzbekistan by rail.[12] The transfer of Russian oil to Uzbekistan through the KazTransOil trunk pipeline system began in 2017. The transit volume reached 0.68 mtpa in 2017 and 0.36 mtpa in 2018. There was no transit of Russian oil in the years 2019-2022.[9]
